US FDA Draft PMA Electronic Submission Template Guidance: September 2026 Regulatory Update
FDA's September 2026 draft guidance signals a structured electronic submission framework for original PMAs and selected PMA supplements. Here is what high-risk medical device manufacturers should prepare now.
US FDA Draft PMA Electronic Submission Template Guidance: September 2026 Regulatory Update
The US Food and Drug Administration (FDA) issued the draft guidance Electronic Submission Template for Premarket Approval Applications (PMA) on September 17, 2026. The proposal introduces current FDA resources and structured content intended to support electronic submission of certain PMAs and PMA supplements to the Center for Devices and Radiological Health (CDRH) and the Center for Biologics Evaluation and Research (CBER).
For manufacturers of Class III and other devices requiring premarket approval, this is a significant digital-submission development. FDA is moving toward guided electronic templates designed to improve submission consistency and review efficiency.
The document is currently a draft and is not for implementation. It does not immediately change the format required for an active PMA submission. Manufacturers should nevertheless evaluate the direction of travel and prepare their documentation systems for a more structured electronic process.
Which PMA submissions are within scope?
FDA identifies the following application and supplement types in the draft framework:
- Original PMAs.
- Panel-Track Supplements.
- 180-Day Supplements.
- Real-Time Supplements.
- 30-Day Notices and 135-Day Supplements.
The guidance is relevant to qualifying submissions reviewed by CDRH and CBER. The final scope, technical standards, implementation timetable, and criteria for waivers or exemptions will need to be confirmed when FDA issues the final guidance.
Why this draft guidance matters
PMA dossiers are complex submissions that depend on consistent information across device design, manufacturing, quality systems, nonclinical testing, clinical evidence, labeling, risk management, and post-approval commitments. A guided electronic template can make inconsistencies and missing information more visible during preparation and FDA review.
The proposal is one step in FDA’s implementation of section 745A(b) of the Federal Food, Drug, and Cosmetic Act. When finalized, the guidance is expected to establish further standards for electronic submission, a timetable for those standards, and the criteria for waivers and exemptions.
This means manufacturers should view the update as more than a change in file delivery. Structured submissions require controlled source data, clear document ownership, reliable cross-references, and alignment between the template responses and the approved evidence package.
Practical preparation for manufacturers
Companies with an upcoming PMA or PMA supplement can begin readiness work without treating the draft as a current mandatory requirement:
- Confirm the submission route. Verify whether the planned filing is an original PMA, Panel-Track Supplement, 180-Day Supplement, Real-Time Supplement, or 30-Day Notice/135-Day Supplement.
- Review dossier consistency. Align intended use, device description, manufacturing information, risk controls, verification and validation, clinical evidence, labeling, and quality-system records.
- Strengthen document control. Maintain approved source documents, stable naming conventions, version control, and traceable links between structured answers and supporting evidence.
- Assess electronic-template readiness. Identify information that is currently stored only in narrative reports and may need to be entered consistently into a guided submission format.
- Monitor the final guidance. Do not assume the final technical requirements or compliance date until FDA completes the rulemaking process and publishes the final guidance.
Manufacturers should also consider whether the proposed framework may affect internal review timelines, publishing procedures, regulatory operating procedures, and responsibilities between regulatory, quality, clinical, engineering, and manufacturing teams.
Public comment deadline
The Federal Register notice was published on September 18, 2026. Stakeholders should submit comments by November 17, 2026 for FDA to consider them before beginning work on the final guidance.
Comments should reference docket FDA-2026-D-9429. Organizations reviewing the draft may wish to provide feedback on template usability, implementation timing, technical burden, submission types, and the proposed approach to waivers and exemptions.
How CMS Medtech can support US PMA readiness
CMS Medtech supports medical device manufacturers with US regulatory pathway assessment, PMA and supplement planning, technical documentation gap review, evidence alignment, submission-readiness review, and coordination of controlled regulatory documentation.
Early preparation can help manufacturers identify inconsistencies before structured electronic submission requirements are finalized, reducing avoidable rework across regulatory, quality, clinical, and technical teams.
